Ok, I understand that if you don't play through RP creating a PVP character will be weak because of lack of skills/spells, and their inability to get them. My question is if you played through all campains with all the classes and unlocked all the skills then rolled a PVP character would it be weaker in any way than your RP character?
Are the armor and weapons you get from playing PVE better than the ones you're given with a PVP one?
Secondly is it possable to get ALL skills? I noticed that it requires skill points to buy skills but there are a limited amount of skill points available right? do you have to pick your skills wisely or will you eventually be able to unlock every skill?

pvp characters are way more easy to customize than pve characters, and a lot of times people don't have perfect weapons on thier pve character, and that little can do everything in pvp sometimes.
there is no difference on armor, you can just get more special armor in pve unless you play highend pvp
you will earn skill points as you get more xp in pve, on a pvp char, it dosn't matter so long you have unlocked the skills.
i would say to start with, start with pve character, cause you will unlock skills as you go through the game and you can get a better feeling with it.

You're able to unlocks skills and items with Balthazar Faction (you get it by PvPing) They aren't unable to get them, it's just it may be difficult to begin with due to the lack of skills.

Only really cosmetically (that is if you bought 15K armour or something)

Only cosmetically. Any valued weapon or armour skins are difficult to get in PvP but statistically they are the same.

There is no limit to skill points. However it would take a long time to get enough skill points and gold to buy every skill available on a PvE character. You get skill points each time you level up, and the first time you do missions.
PvP Characters can acquire more skills by using Baltzahar faction points they get via battles. RP path is probably faster in terms of getting skills but it's possible to just do it by PvP characters.
All skills you acquire through your RP character will be unlocked (or made available in other words) to your PvP character.
As for armor and weapons - there are upgrades and modifiers (extras) on those which you can either buy via PvP's faction points or unlock by RP. For instance you will not have access to the modifier that gives you 30 extra health for your axe unless you buy it with your faction points or it dropped for you from a mob or a chest in your RP game.
Skills - It's possible to acquire every single skill in the game although it'd take a while (long while!) so you probably will want to choose carefully in the beginning. Anet does give you an option of buying skills using real money to unlock them for your PvP character.

Go to a Priest of Balthazar in the Battle Isles or your guild hall (if you have one and it has that gh upgrade). He will show you all the things there are to unlock in the game. It's not just skills, it's also runes and item modifiers.
It is very easy, for example, to play through the game and never get a chance to ID an armor drop with a Rune of Superior Vigor on it. If you buy one, or if you are given one by a friend, it doesn't unlock it for your account, and you won't be able to add it to your PVP only character. That is easily corrected by using Balthazar faction, but then there are all the weapon upgrades and inscriptions (+30 health, 15^50, sundering mods, etc.).
You will unlock a lot of that stuff by playing the game, but not all of it, while you can still have access to them on a PVE character because unlike a PVP character, you don't have to have the item unlocked on your account to use it. You can transfer items from your PVE character to your PVP character, but that can be time consuming.

Also, if you have Nightfall or GW:EN, don't forget to use your hero skill points. Those also unlock skills for your account, and they don't cost gold or skill points, just hero skill points, and you also get access to the skill for the PVE character you use to unlock the skill.
And, again, if you have NF, and have finished it, then doing LB/SS point farming in the wurms with experience scrolls up will get you a lot of skill points very quickly.
