How do I obtain Zenmai?

I've read the wiki and it mentions that I can obtain Zenmai by finishing a quest given by Imperial Guardsman Linro. However, when I speak with him, he has no quests for me.

When I look at the list of quests assigned to me, I don't have "Chasing Zenmai" or the "Gain Zenmai" quest either.

I've double checked my hero list to make absolutely sure she wasn't listed. I thought I had Zenmai at one time, but maybe not. What am I missing here?

EDIT : I also have all 3 campaigns plus EotN.

You initially get the Chasing Zenmai quest from Dinja in the Consulate Docks. After that, you talk to Imperial Guardsman Linro, but he's not the quest giver.
