    Yep, I'm running programs as administrator.

    I just did an -image on the new laptop, was the most basic thing I could do.

    I know this is a really old thread but I had the same problem today.

    To fix it (without formatting x_x): you need to give yourself full control over the guild wars folder. To do this, right click your guild wars folder (it's probably in C:\Program Files(x86)\), select properties, go to the security tab, click the edit button, select "users (PC_name\Users) and tick the "full access" box. You do need admin rights to do this.
