Ive been reading though guides and seem to understand most of how to set up a pvp-char and how to unlock runes and insignias for armors.
However im not sure what they mean by saying that you should have a focus wand with two 15/-1 modifiers?
I have the pvp holy rod for healing prayers with wrappings of memory and seize the day. is that what im supposed to have? if they mean the seize the day inscription im only able to choose one inscription for my wand, not two as it says in guide?
I also wonder what a 40/40 heal set is? i have unlocked the runes of healing prayers, vitae and vigor. is that a 40/40 set or?
For the two 15/-1 sets, you will indeed need the "Seize the Day" inscription on your wand. However, to get the second, you'll need a focus with the "Live for Today" inscription (which is also 15/-1).
The 40/40 set refers to 40% Half Casting Time, 40% Half Skill Recharge mods, also a Wand and Focus set. The Wand will have a wrapping of memory and an "Aptitude not Attitude" inscription, and the focus will have a core of Aptitude and a "Forget Me Not" inscription. While the exact percentages aren't 40/40 (at least for casting time), they stack well enough to make them well worth the use, at least for healing prayers skills.
You'll have to switch your weapon sets based on what you need. For general casting with healing, a 40/40 set is usually best. When using protection enchantments a 40 (HSR)/20 (HCT)/20 (Enchant) staff is usually best, which is made up of a staff head of aptitude, an "Aptitude not Attitude" inscription, and a staff wrapping of enchanting. When you're out of energy, switch to your +30/-2 set to cast the spells you desperately need, then switch back to something else so as not to lose the energy regen.
Someone else can cover defensive sets, I'm too sleepy.
You can have two 15/-1 modifiers: one "Seize the Day" inscription on your wand and one "Live for Today" inscription on your focus item. You can find focus items on the "offhand item" tab.
A 40/40 set means that you have, on both your wand and your focus item, 20% chance for half cast time and 20% chance for half skill recharge time.
In other words, your 40/40 set and your 15/-1 set are two different sets. PvP players swap equipped items a lot.

Now i finally get it, wasnt so complicated after all once you get it explained to you in basic terms.
I am now able to set up different sets and understand in what situations to use them. my last question will be what to do when your taking damage? im currently m/w with bonettis defense as my secondary skill, however, i seem not to be able to gather the requiered rage to use it when i need it the most. it works fine to heal others, as long as im not taking melee damage myself, if a warrior or something come at me i try to run away, get knocked down and go down in a few seconds and teams in random arena call me noob.would you suggest having a wand and shield on third switch, with some shield skill instead of bonettis? for the situation when ur taking heavy damage?

For Bonetti's Defense you need to wand people a lot to gather adrenaline. I find that annoying, so i don't use it.
Instead, for Mo/W, I recommend Shield Bash (it only works with a shield!), Defensive Stance, or Balanced Stance. They all have different benefits.
I'd also recommend throwing up [[Guardian] when you see them running at you...for Warriors, this isn't too difficult, since most of them won't bring a Shadowstep...you'll see them coming from a ways off.

ah the guardian was a very good suggestion,
actually i have one more question, quite often in battle i get increades cooldowns for helaing spells, like 15 sec to recharge a spell wich normally recharges in 2 sec. what attack causes this and are there any way to counter it?
That sounds like either Distracting Shot (bow attack) or Disrupting Chop (axe attack). Both these will interrupt you and make your skill recharge for a longer time.
There's two ways to counter it. You can start casting your spell, then stop the cast yourself (by pressing escape), making your opponent waste his interrupt skill. That's known as "faking" and can be a quite effective tactic.
