    I agree, it is possible for the Mantle to get stronger through travel, but that does not necessarily discredit the idea of the stones helping out. Especially since we do not have any way of measuring the increase lore-wise between experience gained and whether or not the gems do anything.

    Hmm, that makes more sense to be honest. The fact that they use white tigers does imply that they at least had contact with Cantha. However, it doesn't explain why Anet chose to replace the random weapons the White Mantle used to have with new weapons that all have red gems in them.
