We know that the Eye of Janthir detects those who possess the gift of True Sight. We also know that the gift of True Sight is received after ascending.

I don't think "received" is the right term here. Ascending unlocks the gift rather than giving it. All of those who are Chosen have the gift, but the power is dormant. Only those who Ascend can actually use it. On the boat from Sanctum Cay the Vizier tells us we are Chosen, but we must Ascend to awaken the power that is already within us.
