No, that's not how it works.
Fortune telling radiates from the small town of Ittoqqortoormiit. It reaches quite far, but not all the way to the southern hemisphere. Occasionally you can pick up some small fragments as far south as Colombia, but that only happen during perfect conditions.

How so, you're still going to be spamming SB/PS combined with partyheals/infuse which doesn't change anything since everything in HM already hit above 60.
The enemy armor values aren't exactly going to go down to similar values compared to your own, and besides a lot of aoe damage is armor ignoring.

Lowered Armor and increased HP does not buff Vampiric Gaze.
Nor will it help your ****ty N/E build. It will in fact **** you over more than it already does since your healing is down the ****ter and they still have stupidly high armor values and their high HP just got boosted even higher. Most players bring armorignoring damage for this reason. You'll also still wipe from Ele AoE, as damage is multiplied after armor values are calculated. So you will still take enough damage from that boss' Spirit Rift to instantly wipe your H/H group.
