Why have a bumping rule in the first place?
-Keep the forum organized
-Allow fair guild advertizement for everyone
When one bumps their thread, they are not only moving it up to the top of the forums, they are putting it back on top in site searches and as the main thread title on the general forums page.
Why change the 30 Day BUMP Rule?
-These forums will be getting busier for GW2
-GW2 allows one to be in more than one guild
This is solely in favor of letting others advertize more frequently.
The options in the poll include:
-30 Days (month)
-14 Days (two weeks)
There is no option in not having bumping restrictions; as there would be no realistic way of creating a clean forum of equal advertizing among posters.
Whichever option is chosen, the current penalty of a 30 Day No-Post period will be kept; giving a higher consequence of bumping before 14 days (goes with guilds who bump beyond three times as well). Posters will have to be even more careful in bumping their thread every 14 days--as there will be more chances to wrongly bump ones thread than at 30 days.
In recap; As the rules stand now, or every 14 days with the previous bumping consequences. Please vote above. The Poll will last 30 days.

I think the 14 day rule is a nice change for now. I could easily see guild posts being quickly bumped off the first page once GW 2 launches.

As an addendum, would you like to make GW1 guilds a subforum and make this forum for only GW2, which we then can tag by type? And which type in that case? (Server, PvP/PvE/PvX, EU/NA?)

Sounds good Lensor; Lets tag it either: PvP, PvE, PvX, or RP -- PvX covering all, so the tags are single use. EU/NA can be easily designated in thread titles.
