How did I not spot that building? I was doing all the clambering around rocks in the PvP tutorial zone, but I think I must have just been too focused and jumping from ledge to ledge. Hope it doesn't get fixed, I want to take a trip through wibbly-world and arrive at the building.

Oh cool. I wonder if that's an area they started making, but decided not to use, so they just stuck it behind a bunch of invisible walls and warps so they can use it later. Or maybe there are more of those types of hidden things that they're working on for future content, but are not done yet.
