For tonics you can use in explorable areas, you can:
1) drink one
2) go through a portal (e.g. the one going to the tutorial area in PvP for example)
3) drink one
4) hit s and w (turn around, and run forward) to go through a portal
5) repeat 3-4 as needed

That is slightly faster than map travel.

Tonics only usable in town, perhaps the jade quarry etc (these have two outposts connected, one PvE the other PvP).

For tonics you can use in explorable areas (candycorn, yuletide), you can go to the Asuran Lab near that uhm, Talmark Wilderness place. Since the tonics count as a magic effect, they are removed as soon as you click them, so you can spam through them without zoning.

For other tonics, find a quiet place to port to (Guild Hall to Zaishen Menagerie and back). You can double double-click and you will end up using two tonics before the form of the first one takes hold. Then port, rinse and repeat. It's how I ate through my stacks of snowman tonics which made up the larger part of my Party title.
