Under $20- Fallout: New Vegas.
It's on sale 25% off until Aug 6th, which saves you enough to pick up a DLC or two, which are also on sale (Old World Blues is highly recommended).
And I'd bet that it will be on a bigger sale.... it is on a sale. 12€ (here at least) for the full edition. Get it.

Fallout: New Vegas UE: $10.19
Fallout: New Vegas: $6.79
Fallout 3 UE: $6.79
Fallout 3: 3.39
Go go go!
...
Just got myself both EU's -- hells yeah, set until GW2 comes out, and set for another game to play when GW2 gets boring. Screw D3.

I second that, Fallout 3 and New Vegas are well worth it and can easily keep you busy till GW2.

Is New Vegas like Fallout 4? I mean, is it an expansion, a standalone, do those games even connect?

I think it is a different story; wiki says not a direct sequel. It has 65,000 lines of dialogue: awesome.
