You're trying to debate, or force your personal preferences through, but you're not thinking balance.
Yes, the necro can damage with minions, so he doesn't have to himself. But his damage is only greater if he gets into the action. And if he doesn't, then it makes it easier for foes to kill off his minions. So the necro really has to stay in the battle to be most effective.
As you say, thieves depend on hit-and-run attacks. A thief without initiative would do a lot more damage, a lot more than warriors or guardians I would guess. That would get nerfed fast because doing too much damage is frowned upon. So they would really crank up the skill recharge rate, so you would no longer be able to unload twice in a row. So the combat would now feel very much like warrior or guardian or ranger. Then, he would die all the time because of his lower life and lower armor, so they would buff that.
And then you have another way to play warrior. Boring? Yes. You might disagree. But a lot of people would not enjoy the new thief. This is what happened with the assassin, and look, it was a lot of problems.
Right now the profession is interesting because it is different from other professions. The initiative really gives you a reason to hit & run, which is what the thief should be doing.

At low level it's a bit weak because you have no way to manage initiative. It's not slow in any way though, with the amount of mobility you get from shortbow and other shadowsteps.
Thief without initiative would just be mindless: 3,3,3,3,2,2,2,2, next target, repeat. Not to mention insanely OP.

So... what do you do to encourage thieves from not always staying in combat range? I mean, unless you think they should be able to tank, that is.

This thread blows my ****ing mind. Let's not wait for a bar to recharge, but instead wait for skills to recharge, because that's somehow better.
ITT: people who wouldn't be able to steal a pinecone out of a forest.
Edit: lol I bet the problem is that people are spamming skills on recharge, rather than playing properly. That's the only reason I can think of that someone would prefer a skill recharge system.
Thief is fine.
I got Roll for Initiative if I really want to Unload-spam.
Though Double Dagger is a shredder.

I think only Sorudo believes thief should have initiative removed and recharges put instead. Everyone else seems pretty happy with the current gameplay.
The rest of us think it's fine as is.
