Map travel costs should be the lowest based on your location and the closest city.

Closest waypoint SHOULD be free if you don't have enough money and are dead. If it's not, then that is surely a bug.

What level are you? Do you use the Trading Post? Because there is no way you shouldn't have money to waypoint whereever you want, whenever. And certainly shouldn't be too poor to repair armor. It's just not even mathematically possible. Are you crafting instead of selling mats? Forgetting to loot / vendor often?

Just.. something's very, very wrong, and I'm sure someone here must be able to help you figure out what it is.

Unless they changed it, the last time I tried to go from Durmond Priory or Vigil's Keep to Fort Trinity with my Order of Whispers ele, the guards wouldn't let me through to the gate (I've finished the story with her too...).

By the way, Orr is about 2s if you port from the southmost tip in the Grove. Go into the prison section at the bottom floor to the southeast (can get to Arah for 2s27c).

I once tried it on my Orders of Whispers necromancer. Could of course use the gate at Fort Trinity to get to any of the other order's keeps. Could also get out of the gate area in all those keeps. However could only get back into the gate areas in the Whispers and Vigil keeps. Priory would not let me through. This must be a bug because at that point in the story I was supposed to be a "commander" of all the orders.
