Actually, I think I use axe, not dagger.
Warhorn. It's like this:
Pull a group with Axe/Warhorn equipped.
While they're running in hit them with Wail of Doom.
Attack foe in the middle of the group with auto attack.
Use Unholy Feast and Locust Swarm.
Swap to staff staff, slam down all marks.
Everything dies.
My necro is a baby still, so who knows how effective that will be at higher levels, but Warhorn, Axe, and Staff together are some good AOE damage.
Feared condition:

This is my new but tested WvWvW build. It's using terror to cause some extra condition pain and a lot of escapes to help against ganks.
Necros don't have huge arrays of escapes but we do have fear. Staff 5, downed 2 and above all shroud 3 provides fear.
The build has proper condition damage as a base with sceptre and dagger paired with staff. You have large unblockable marks and epidemic to spread the love after corrupting a Guardian or Elemental.
On top of this you have decent Shroud oomph with might and piercing blasts. Most importantly you have retaliate for 3 seconds when entering DS.
Terror gives quite a bit of extra damage for a condition Necro and it's nice utility/cc for starters.
Plague is great in crowded areas like zergs or siege and for hugging a glasscannon elemental or thief. It's also a nice escape to reach safety with stability.
Death shroud works as a oh kitten! button. When that pesky thief attacks hit F1, 3, 2 and four for fear, catch up/chill and life transfer while retaliate is in effect. Makes them wary if nothing else...
A variation is skipping marks and 10 Pts in Death and get 30 for Stability in death shroud and damage based on lifeforce but I prefer the bigger marks.
Runes are still Undead for versatility but Nightmare or Necromancer are interesting.
