You aren't really supposed to use it. I just think it's generally safest pick for people who have no idea what they are doing (pretty much what Gorani said above). I will try to word it better to get my message better through.
I really recommend just going full offensive but that's probably bit too harsh for some people.

Yes, I always bring every weapon available to my class. Besides, I sometimes want to switch my skills a bit. On my necromancer, I often make use of the warhorn's speed boost ability in WvW, but in PVE it is less useful, so I switch to my focus or dagger as an offhand. Oddly enough, I've invested almost entirely in toughness for my necro, because necromancers have quite a bit of staying power. I dislike flavors of the month, like the way everyone is making condition-mancers right now. I'd rather be a tank.
In my opinion, it is important to stay alive and do decent damage, then to do the maximum amount of damage while dropping like a fly as soon as you get hit.
