The difference between the first and second quest and the third quest was that you actually had to enter the underworld normally for the third quest. For the first 2 you were going into a special holiday version of UW so anyone could go in. So for the third you had to meet the requirements for UW in order to complete it. My guess would be that this newest quest would also require you to enter the UW normally since the Halloween event is over. So now you just have to decide if you think the reward is worth the time spent to ascend all those characters.

"Guess" being the operative word. FWIW, my guess is the same as yours, following the same reasoning. However, the final quest may involve spawns or spawning locations that will not be part of the normal UW afterwards, so it is possible it will also be a special version (though not a simplified version, like the first two quests).
Is there something wrong with asking for actual facts so I don't have to base my decisions on guesses?
I just don't see the point in asking when you will get to know eventually, and as you yourself, you don't want to ascend all your characters regardless because of the large amount of them.
If you can, you can, if you can't, then sucks, but you never intended to, or wanted to ascend the characters anyways.

Well, if it were me, I would assume that my guess was correct and start working on getting some characters ascended. If my guess turned out to be incorrect and anyone could get in to do the quest (ascended or not), then I would be pleasantly surprised. Plus, there's the added bonus of already having characters ascended for future special quests. There's certainly nothing wrong with asking for information though.
2. I also have quite a few characters created primarily for storage, on two accounts. Many of those are not yet Ascended. It doesn't take long to get one Ascended. It takes quite a bit of time to get 10 or so Ascended.
I don't really want to drop everything else I'm working on to get them all Ascended if it isn't necessary. If it IS necessary, my ability to get them all through depends on the amount of time the final quest will be available, which is likely to be limited (like any other holiday quest).
Why are you that worried about playing through a single quest with 10+ characters within a limited amount of time?
